Hello. As far as I am aware no you do not need planning permission for a kitchen upstairs. As long as it has proper ventolation and you do not have a floor standing oven on wooden floorboards you are fine.

No planning permission would be needed to move your kitchen upstairs ,you would however need a skilled kitchen installer to move all your services up there. If you decide to go ahead please contact me and am willing to visit and discuss the possibilities with you,i am an experienced fitter and designer so should be of help to you.
