Building control - reassurance house is tied with stainless ties

My new build has recently had its roof fitted and is almost complete however the insurance inspector found six metal rods around the reveal of the front french windows instead of ties. They now want a reassurance that the rest of the house is tied with stainless ties. Building control inspected many times during construction but they have said they cannot vouch for every tie. The insurance company were originally happy to accept building control's word on the structure now they say things have changed and they are pushing to have a chartered surveyors report at my expense. I have paid thousands for regular checks and informed them appropriately of the stages. What should I do as obviously no one now wants to take the responsibility of putting anything in writing even though my build file shows no reasons for concern and that came from the head of build control. The checking officer even had me take part of the wall out to reveal the insulation and ties. However he say he cannot claim to have seen every tie and doesn't know what to say. It seems a bit pathetic all round as they all have had ample opportunity to have mentioned concerns months ago. dave london

I would engage an independent surveyor with cavity wall inspection camera, with photos taken at various locations to show proof. With building control inspection previously passed, this should be suffice.
