Electric heating and hot water in small flat

We are converting a small 2-bed Victorian conversion flat. There's no gas in the building. Our builder insists we can use a water heater such as an Ariston Europrisma under sink for both the bathroom and kitchen. Could anyone confirm this could be possible as I have serious doubts. Heating is to be wall panel heaters.

The Ariston Europrisma 30ltr water heater has more than enough capacity to server your kitchen hot water needs but even this the highest capacity model will not be adequate enough for a bathroom, considering the average bath uses 80 litres of water!
