no water pressure to outside tap

My parents have an outside water tap, however no water pressure of any sort comes out just dribbles. It seems the supply is T'd off the 15mm water supply tp the combi boiler then goes up into the bungalow loft. We have checked the pressure and it seems very good. Do we need to t off a bigger supply or buy some sort of pump to push it up the metre or so ?

If you are correct that you have good pressure and the tap is t'd off the main then it sounds like there must be some sort of blockage. To check this at the tap end turn off the main, remove the tap and turn on the main to see if you have proper flow at this point. If you get good flow then the problem is the tap.
(May be a good idea to have one person at the main tap and one at the garden tap point when tap is removed)
