Advice for refurbishing terraced property which has had flat roof collapse, plus water damage to ceiling

In process of purchasing a 1970's 3 bed terrace, in need of modernisation. On the upper floor, is a flat roof dormer window. This collapsed in the storms and brought down the ceiling of the room below, creating a mess and dust throughout. Property therefore needs an overhaul, so looking at modernisation throughout. Would like advice on where to start, a list of typical ‘jobs’ I need to consider and most cost effective way of dealing with the problems. Any particular things I should be concerned about with water damage? Extra jobs vs a ‘normal’ refurbishment. As floor was saturated - is it likely that joists may need replacement given exposure to water? Or Electrics rewire? Im assuming potential for rewire, reskim etc.. Be grateful for advice for a refit, taking note of the water damage.

Change the flat roof for a pitched roof of possible most important thing first is it dosent happen again. Floor hoist should be find but may have caused damage to the flooring (chipboard or toungue and grove ) so check that out. I would first sort the roof then make sure the floor is safe be for thinking about doing any renovation s. Always buy the best you can afford at the time it pays off in the long run. Hope this helps
