Why cant i fully open my new pvc windows?

Hi, I've just moved into a new build flat and ALL of our new windows will only open by about 2 inches? Is this a deliberate safety thing or is there a way of allowing them to be opened fully? I've stared and pressed everything short of forcing them open? Any help much appreciated!
Are you a tradesperson and able to answer this question?

Hi ant, yes you're correct sometimes pending on the flat but they do have a safety catch on them
I.e if your on a 3rd story or higher.
When u open them, there should be a button u may be able to press with "push" on it just have a look and try that.
