Water in sub-floor after heavy rain

I live in a 1950s semi-detached house. Following recent very heavy rain there is 1 inch of standing water in the subfloor void. It seems to rise slightly after very heavy rain, I've never seen it rise above an inch or so, and during dry spells there's no water there. The floor is timber construction with joists, roughly 1 foot sub floor space, and I'm pretty sure there's a concrete oversite. I'd say the sub-floor oversite is about 6 inches lower than the outside ground level. I want to start investigating how the water is getting into the sub-floor void, but don't really know where to start. Ideas: Guttering issue? Underground drainage issue? Just a general high water table (this is in York afterall)...? Anty advice appreciated.
