2nd fix v kitchen installation - order of work

Had an extension to rear of house to accommodate new kitchen, only to be told by the builder that the 2nd fix electrical work would be carried out after kitchen is fitted. This means cutting holes for downlighters above expensive worktops which seems the wrong order, any help please

Typical cowboy builder! Would be best to cut holes in ceiling before its plastered, then paint ceiling, then fit new lights and then finally install kitchen units and worktop.
Just in case the builder is not Part registered, you need to be aware that as the homeowner you are liable for complying with Part P of the building regulations, and can be fined up to £5000. Therefore you must ensure that you get both the Electrical Certificate and 6 year warranty on the works aswell as the Part P building regulation certificate.
