Someone has tampered with the wires - does my boiler need to be condemned?

Hi i moved into a private let and noticed within a week the boiler was faulty. I don't always have heating or hot water. My friend came and looked at it and said someone had tampered with the wires and it had been re-wired to a plug and says it could blow the flat up!? So now am a little worried as it plays up constant.
Are you a tradesperson and able to answer this question?

Advise your landlord or letting agent of your concerns, they have a legal duty to ensure that all gas appliances are safe to use. This requirement will not be at your cost.

Also ask to see the landlords gas safety certificate and check the date when last done landlords have an obligation by law to carry this out yearly only using a gas safe registered engineer that will have a number that can be checked on the gas safe register
