Selling property with disconnected gas fire without gas safety certificate

Hi I am in the process of selling my property, when we bought it, there was a gas fire that had been disconnected. we never needed it or wanted to get it working. we are now being asked to supply a gas safety cert to the buyer. Am I right in thinking we cant get a cert unless we also pay to have the fire reconnected/serviced? Tempted to go back saying its not been connected so doesn't need a cert and if they wish to have it reconnected its on them? it was made clear from the start of the process that the fire had been disconnected for some time and wasn't 'working'. thanks

If the gas fire is totally disconnected from the gas supply then a gas safety cert would not be needed for the fire. I expect the gas fire was disconnected for a reason, probably unsafe or chimney blocked? But I'm assuming you may have a gas boiler so you may need to have this and the rest of the gas installation checked, including the chimney the gas fire is connected to.

A Homeowners Gas Safety Cert, is there not only to verify the safe condition of all gas appliances but also to ensure that that the gas carcass is not leaking (Gas Tight) as well.
Irrespective whether there are any appliances connected to it!.
