How to remedy walls painted after Artex removed and re-plastered, where the surface is poor?

I had Artex removed from my hall, stairs and landing a couple of years ago. It was re-plastered (appeared to be a good job) and when dry painted by a professional decorator. I do not know whether he applied a mist coat but the paint surface has never been satisfactory. It still appears porous and marks very easily. What paint or process should I use when re-decorating now to solve this problem?

It sounds like the plasterer did not finish the wall properly, try sanding it all down with some fine grade sandpaper, then apply some PVA glue (3 parts PVA - 1 part water). Let it dry out and repaint with some quality paint. Or just get it re-plastered

dont know what paint used if it was silk then it would sink in i would line walls with 2000 grade with pva in paste when dry re paint
