Extension to leasehold flat - how far does extension need to be from neighbour's window?

Need to extend into the garden to the rear of our ground floor flat. As you go down the back steps to our garden our neighbours ground floor flat on the other side of the double fronted property already extends out about 4 metres, their bathroom window is to the right of where we want to extend. How far does an extension need to be away from their window? Does anyone know the rules that apply when an extension may cut out some of the light? I've looked at the lease and it doesn't say anything about not being allowed to extend. What is the first thing I should do? Ask an architect to have a look, apply to the company that owns the freehold, apply for planning permission. Any advice would be very much appreciated. The extension would be the kitchen so we can change the existing kitchen into a 2nd bedroom.

If you are in any doubt as what you are allowed to do just pop along to your local council office planning department. Take a few sketches of your proposed extension and of your neighbours extension ( you don't have to have an A* in art ) and ask a planning officer the same questions that you have posted. They will surely answer all your questions. Hope this helps.
