Converting a downstairs living room, kitchen and bathroom into open-plan living/dining area?

I am considering buying a house with a small living room, separate kitchen and downstairs bathroom. I would like to turn this all into an open-plan living/dining area and move the bathroom to the spare bedroom upstairs. I believe the bedroom is directly above the current bathroom (as the dimensions are exactly the same). Would this be a big job, expensive and possible? Would I need any permissions? Thanks.

You don't need planning permission unless the property is listed. You will certainly need building control plans and inspections, but this is never a problem so long as the plans are competent and the structural work, such as lintels and supporting beams, is done to a good standard. Good luck! Paul
