Scaffolding both at front and back for re-roofing mid-terraced house?

In order to re-roof a mid-terraced Victorian house, do you need to put on scaffolding both at the front and the back of the house or it's the front enough? I'm asking because I live in a top floor flat and the roof needs a lot of work/fixes which is likely to require scaffolding. I'm concerned that the family living on the ground floor will not allow the roofer to pass through their flat to get to the back of the house.
Are you a tradesperson and able to answer this question?

Most good scaffolding companies should be able to go straight over the roof and avoid having to go through the house. We have had this done ourselves on a few occasions and somehow they always manage it.
Just give them a call and your be surprised at what they can do.

Yes, In my opinion scaffolding will be required to both the front & the rear of the property. This will be required for health & Safety (Fall preventions) as a minimum but could also be utilised for storage of materials.
Access to erect & dismantle would be required on the rear of the property, but access to carry out the replacement / rectification works could be via a scaffold access over the top of the roof, thus minimising the disruption to your neighbours.

Scaffold is a must front & back .. Safety is a must not only for the roofer but for other people down below .. One slipped tile could kill someone
