Damp/watermark on wall (about half way up stairs)

When we took the wallpaper off the walls on our stairs some of the paint behind it started peeling away. I removed most of the paint from the area and there is a watermark on the wall and the texture is different there than other parts. This is about half way up the stairs. I then removed the wallpaper from the area under the stairs (which is directly under the watermark) and it came away easily as it was very wet. Under the paper was a lot of black mood. Is this a sign of rising damp?

I would need to look at this problem, could be rising damp but this would not usually rise above 1 meter, unless the exterior ground level is higher, black mould usually more of an indication of condensation, but seeing you have water marks then it does sound more of a rising or penetrating damp problem, you would need to seek the advice of a local damp company, as there is not enough info to make a judgement.
check to see if there is exterior pipe work problem, if there is an exterior.
