Replaced immersion heater element but it leaks

I have replaced an immersion heater element but it leaks, have tighten by hand with as much effort as possible using a spanner from b&q (relatively short handle) ..... Have put ptfe tape on thread and cleaned thread fully before tightening. Only leaks once tank gets close to full and leak only a small drop. Very annoying as fitted twice and still not working
