Accepted quote as final price now builder wants to add VAT

Builder now wants to add VAT to original quote as he has become VAT registered during the build. We accepted his quote because it was in our budget and he was recommended, it also allowed lea-way for any additional items that had not been thought off. Can he really charge VAT now on his original quote that stated final price?

I don't think that is how it works. I think HMRC are quite understanding if you are in the middle of a job and then need to become VAT registered due to the turnover exceeding the threshold.
He should call his accountant or HMRC to seek guidance as it isn't fair for you to pay this on top of the original quote!! But on the flipside it isn't fair for him to foot the bill.
