Running water in to the toilet

My toilet cistern is a 12 year old doulton, I am having a water meter fitted as there is only two of us in a 3 bedroom house , my question is that the water in the cistern is permanentlly running which then ends up trickling , but it doesn't seem right to me down into the toilet bowl, I have asked a plumber and he said that was how the doulton cistern works but it doesn't seem right to me. Thank you A lone female

ask another plumber, as it would seem strange that a cistern was designed to run all the time.
