Can Vinyl be fitted straight on to weyroc?

I have a large area to cover. 1400 sq m!! On getting quotes for vinyls I seem to be having conflicting opinions as to the need for plying over my newly fitted, perfectly even weyrock floor!! Some say they've never had a problem in all the years they have laid vinyl straight down. Others say that I should ply it because the glue will react and not stick properly!! Seems ludicrous that a flooring sheet such as weyrock will not accept a top flooring like vinyl or tiles ! It should have that advice stamped all over it! Help me PLEASE......

If the vinyl is to be fully stuck it has to be plyed. Hope this helps Jason
