Neighbour erected fence which looks unsightly, unsafe from my side - my options?

There is an existing wall of about 3ft, and on their side the neighbour has erected a 2m fence against it: 1) The supporting panels are on the back i.e. on my side. They are not aligned properly (at very random angles across the wood), are not supporting within the top 6 inches of the fence which I understand they need to be, and look untreated 2) On my side of the garden there are steps which go down alongside the fence on my side. Against the step level measuring up 2m, the fence goes higher than the 2m with each step. Are they allowed to do this? 3) I showed a friend of the family who is a builder (does not erect fences) and he couldn't believe when I showed the photos that it was the work of a professional tradesman. So it's not just me being picky! Where do I go from here, as the neighbours won't even come and look at it from my side and say they've paid the builders for the work - end of, but it looks appalling. I just want them to make it look decent. Can provide photos. Please advise
