Water staining where chimney has been removed after 4 years?

Water staining on the ceiling of living room where a chimney has been removed four years previously. Upstairs the ceiling round the chimney nearest to the roof is bone dry. I had a roofer do work on the roof. Not sure what he done but he said the chimney was already capped. What would cause the damp in downstairs room after 4 years. It has ruined the wallpaper twice now.. (Just 1 story house)

1. has the chimney been taken down below the roof the and level under the actual tiles?? if so it will be a that the felt hasn't been inserted correctly. 2. if the chimney is still exposed to the weather its probably just been cement capped instead of being capped with a concrete slab which should have been tailored to fit leaving the weather to still damage the actual chimney.
