Can new roof joists be fitted without removing ceiling underneath?

Flat roof balcony roof has leaked and rotted the joists of flat below. Leak has been stopped but joists need to be replaced still. Below owner has had ceiling re-plastered. Is it possible to replace joists from above balcony without taking down new ceiling?

what you could do is leave the existing rafter they're if there not too rotten and screw new rafters beside and go from there and fix 18ml ply strait over the top, but without taking a look i could not tell you a straight answer. many thanks c&m roofing !!

Not really unless you run new joists along side the old ones. When the flat roof deck comes up it will usually damage the ceiling to some extent below anyhow.
