Leaking water into pan

Once I've flushed the toilet and its refilled, it then starts to leak into the pan I've checked the overflow and seal and all is ok. I've pulled the ball thing to its highest point but still the water keeps filling up the cistern the water level is slightly higher then usual in the cistern not really sure what to do. Other post have said about tightening screws but mine doesn't have any apart from the one holding the flush mechanism together Confused

Replace the cistern fill valve.
