Whose job is it to fill gaps between new tiles and skirting boards?

We have had new tiles and skirting boards put in our house and then painted. There are some gaps between the tiles and skirting boards and the builder says that it's the painters job to fill these gaps? This doesn't sound right to me, could someone please offer some input. Thanks

A decorator can fill the cracks and gaps between the skirting boards, but normally a silicone man should fill the gaps between the tiles.

Experience and and detail to finish is dependent on the contractor,once the tiles have been grouted there should be no gaps between the floor and the skirting boards if done correctly,any remaining gaps can be quickly filled by way of extra grouting or decorators chalking .

In theory he is right, that's the decorator's job, but if you respect yourself as a tradesman you don't leave gaps and do the job properly from first time. Regards, Raz
