Does old render full of cracks need to come off?

I live in a 1930's property. I believe the render on the house is the original render. It now needs replacing as it is full of cracks. As I have cavity wall insulation, any water getting in to the bricks migrates to the inside of the house causing us some damp problems. I have been told sorting the rendering out will solve all the damp problems. The render is not blown just badly cracked. I have been getting quotes for rendering & seem to be getting mixed advice. One person said they would remove all the old render & start from scratch. Somebody else said the original render is superglued on & removing it would cause damage to the property resulting in weakening the property. They suggested putting new render on top of the old render. I would really appreciate some advice.

If the existing render is very strong through the eyes of last builder, then it doesn't need to hack off, instead the repair is as follow. Use a special undercoat primer that give a proper adhesion on two coats. At every corner fix plastic corner bead with mesh, apply flexible waterproofed adhesive on top of render, fit fibre glass mesh all over the applied adhesive and plaster over to hide mesh in. Leave 2 days, one more coat of adhesive make smooth. Leave 7 days apply undercoat pre coloured primer, leave a day to dry. Apply protective top coat SILICONE render in premixed precoloured buckets. Silicone is better but there is a choice to use cheaper acrylic render. Whole system is 3-4mm thin only and it will stop to penetrate water in. Also EXTERNAL WALL INSULATION is a solution.
