How to avoid patches when painting over old oil based paint with bare plaster patches

We have removed old wood chip paper from two walls and there is what appears to be an old oil based paint underneath, there are thin lines of bare plaster where the edges of the paper were and a few patches where the paint has come off. I have been warned that if I were to just paint over as is, I would get visible patches where the bare plaster patches are, even when sealed first, because of the way the pigment would sit over the oil base in comparison. Can someone please recommend a product which could be put on first to avoid this happening? We have already had the ceiling and two other walls skimmed over artex, I have already painted these with one part water and 5 parts dulux trade matt paint, as advised by dulux on the tin, and would like the remaining two walls to look as good. I know it's late for this to be answered but I've never been checking the question. Anyway,it could probably still be a good answer for someone else. ..the PVA work is a good and fast option but not long lasting. if you want it to be a proper wall,scrape all the old paint off,then re-skim the wall,let it dry,apply an undercoat,fill up whatever little holes are visible and sand wherever you have to;then apply the first,very thin,coat up to 2-3 coats (all to be thin) in order for you to have a perfect smooth wall. And then you can have indeed a high standard wall.

Hi There. Advise to seal the whole wall with PVA, this will hold back any bleeding of colour etc apply a mist coat and fill any areas that need it, sand down smooth {PRIME} the filled and rubbed areas then apply a further 2 coats as advised by Dulux Result will be perfect. Hope this helps Andy
