Can I use the York stone circle paving slabs to pave over a flower bed so that we can park a car on it. Can anyone help please?

Yes you can. All driveway construction relies on the underlying sub-base. If you are prepared for this to be done well, with a 150mm underlying base of hardcore/limestone scalpings, followed by a layer of 100mm concrete (preferably with steel A142 reinforcing sheets set within the middle of this concrete base), then there is no reason why you cannot fix Yorkstone as a finished surface onto this base.
