Radiators don't achieve master thermostat setting - boiler, valves or thermostat problem?

I've recently had a new central heating system installed - new boiler, master thermostat, new radiators and thermostatic valves on each radiator radiator. I've set the master thermostat to 23.5 centigrade as I feel the cold. All radiator valves are set to their maximum setting - 5. The problem I've got is that some of the radiators keep knocking off from heating and go cold and I can't achieve the master thermostat setting. The radiators that keep knocking off are not in the warmest rooms - master bedroom, spare room, dining room, and are lucky if the temperature is even 21 degrees centigrade. Four radiators thermostatic valves have been replaced but this has made no difference. My understanding is that the individual valves, if set at their maximum, 5, will only shut off if their maximum, approx 30 degrees centigrade, is reached, OR, if the master thermostat setting is achieved, the system will shut off. This morning, the main thermostat had reached 21.5 degrees centigrade before some of the radiators turned themselves off. If someone could offer advice I'd appreciate it. The Boiler is an Ideal Logic+24 system, with 11 radiators and 10 thermostatic valves, and a Salus thermostat. Many thanks.

firstly id contact the installer and ask him! secondly, you can unscrew the thermostatic head from the body and see if this makes a difference. there should be a large silver ring between the body of the valve and the head. it shouldn't be more than finger tight. loosen it it off and the head should pop off. see if this helps the valve stay open longer. if so, it may be cheap valves. hope this helps m

should have no thermostatic valves in the same room as the thermostat,would argue whether the boiler is even big enough for 11 radiators ?

If rads are warm at the top but increasingly colder to the bottom of the rad this would indicate that the system has not been balanced correctly. Thus the TRVs will operate and shutdown before reaching their btu/kw heat output.

i agree with all posts above but also think the boiler is undersized 24kw seems small for 11 radiators
