What sort of tradesmen do I need to approach for weatherproofing external pipes?

I do not want to approach the builder who carried out initial work.. I have just had a 2 storey extension to my house. I have just had the local council round to sign off the project. Couple of minor things need completing. the external pipes need weatherproofing and where the pipes on the outside of the building go into the house through the brickwork, i need to fill in the holes around the pipes with mortar. Small job which i do not have the skills nor the time for. the exact nature of description from the council is as follows: "all pipe work requires sealing/weather-proofing where they penetrate the external walls"
