Leaking pipes in room directly beneath the bathroom!

Hi. The pipes from the bathroom in my house lead directly into the room below it. Which means there are holes in the ceiling to allow this. (Council build but we own the property) We're currently seeing damp issues in the ceiling and mould appearing on the pipes even after redid the bathroom. I've managed to remove the mould with bleach but the ceiling is still an issue. What's the best solution?

Hi, the best solution is to locate where the leak is coming from and stopping it.
Check all hot and cold feeds to amenities for leaks taking off bath panel to do this, if you have a concealed shower unit then the font cover plate will have to be removed.
If this does not locate a leak then it could be on a waste outlet or trap from bath/shower enclosure or basin. Run the shower and taps to check.
If this does not provide the answer then removing a section of ceiling from below May be needed, this should locate the leak, then board and skim the ceiling when leak is fixed and tested...
