Why does my Potterton boiler only give me hot water when the heating is on?

I have just moved into a rented room. The house has a Potterton Performa system boiler in it. There is also a hot water storage cylinder. The boiler will only heat-up the water in the cylinder when the heating is active. The heating is controlled by a thermostat, and if I need hot water, after it has all been used, I have to turn-up the temperature on the thermostat. Shouldn't the boiler be able to heat-up the cylinder when the heating is not active?

To test if your heating controls are working properly, call for hot water only on your timer/programmer then place your hand on the top pipe that connects to the side your hot water cylinder, if it is not getting hot then your mid position or 2 port valve is stuck in heating mode. Start with this simple test first.
See link below for example, note the pink labelled pipe marked 'HW Flow' that's where you place your hand to detect for heat:
