The cement in my bricks turns to powder when i rub it?

I had my garage converted two years ago, when i rub the cement in between the bricks it rubs off and goes powdery, my builder is telling me its fine and doesn't need looking at - i'm not so sure?
Are you a tradesperson and able to answer this question?

Unfortunately your builder is incorrect, you should not be able to rub the mortar, if that is the case it either dried too fast or was subject to freezing conditions. This needs to be looked at, possibly ground out and repointed
