Hot water but no heating since builder moved a radiator - does the builder have any responsibility in helping?

A builder removed a radiator downstairs and since that point I have no heating, one downstairs radiator was slightly tepid for a while but now nothing. We bled the radiators, turned them all off, put heating system on and turned radiators on again one by one. No luck. Any ideas and does the builder have any responsibility in helping with this?
