Vibrating felt in roof of lean to extension

I had a lean to extension built 4 years ago and the felt has vibrated in the roof causing many sleepless nights as the noise is very loud. The builder has been out to look at it but unfortunately all attempts to fix it have failed. My house is exposed to harsh weather straight off open Moorland. Does anyone have any advice?

The reason your felt is vibrating in strong winds is because it sounds like the builder has not used a eaves felt or tray and just left the breathable felt hanging in the gutter which will be noisy in winds and will rot
