Can you plaster over artexed ceilings if the artex is falling off?

My house is around 12 years old, the ceilings are artexed but when you paint the ceiling the artex falls off revealing very clean looking plasterboard. In fact, sometimes you don't even need to paint, merely catching the ceiling with something pulls the artex off.
I've had a newly qualified plasterer around and he says you don't need to remove the old artex, you can just seal it and plaster straight over the top. Please can someone kindly let me know if this sounds right, as the whole house needs plastering I'm worried about costs if he's got it wrong. Thank you.

If the artex isn't keyed to the plasterboard as you say, then I wouldn't advise skimming over the top of the artex as you will be adding weight to the existing surface.
I've re skimmed over miles of artex over the years, but if it's loose, save yourself the hassle and danger of scraping it back and just over board it and skim, you should be able to get any plasterer to take on the job, two guys one day depending on size.

when artex is made, they sometimes do not put that much glue or the pipes block up and not let glue gets into the mix [ this is called a bad mix ] so when a artexer mixed it with water on site it does not bond together, and will go like powder again, it will stay on the ceiling but will fall off the ceiling when you try to paint it. You have to remove all the artex from the ceiling, a lot of mess. p v a all the ceiling, plaster boards, then you can replaster or reartex again.
My recomemdation would be to take all the artex off back to the plasterboard if the artex is comimg away in patches its very likely once their is some weight up their the artex would be falling off all over the place and making a right mess in the process, prevention before the cause get it stripped or overboarded

From my experience, absolutely remove it if a coat of paint is taking it off. There’s definitely something wrong with that artex.
Please please use a great mask and ventilate the room. From this work you can give your self really bad asthma if you are not careful. Don’t use cheap masks, I learned the hard way!!
Place dust sheets and you’ll get it done fairly quickly with good scrapers. Buy one with a sharp blade and long handle.
If you wet the artex it will be less dusty and come off much easier.
You never know you might like what’s underneath!! Maybe able to skim or repair it. Best of luck. Keep on DIY ing!!
