Tiling over wet plaster

Is it advisable to tile over wet plaster? My local authority is refitting my wet room,(for disabled use) the plaster is still visibly wet in places. The tile adhesive states on the tub that plaster must be 4 weeks old. Plastering was done last Friday 14th feb, and they want to tile today, 18th feb. there are no plans to waterproof the new plaster before tiling (tanking? Is that the right word?) and tiler says the tiles will stay forever. I'm sceptical as the last time this was done the tiles fell off within a month, water got behind the rest and hence the need for a new wet room. Any advice will be gratefully received, thank you.
