Roof leak - wet patch extending on wall despite repair

My roof (Victorian House) was replaced 18months ago. In the recent bad weather a wet patch developed on the wall of my upstairs study. The patch was initially above the window and then got bigger, enlarging and spreading down the side wall as well as the window wall. I am end-terrace and the wall that is wet is the end wall of the house. Outside above this wall is a small parapet wall, and the roof is pitched tiled with slate/flashing etc up against the parapet wall. My builder came back and said that the leak was coming in through the side of the parapet wall - which was plastered and painted when the roof was replaced. So I was surprised that this was the problem. He rendered over it last week-end. Since then we have had more rain - and I marked the wall with pencil to show where the water had come to check it wasn't getting worse. Over the course of the week the water mark on the study wall has continued to spread out so the stain is several cm bigger around where I originally marked it. Is this because the builder hasn't solved the problem - I think it must be? The stain seems to be growing even on days when it is not raining that much? Or is it simply there is so much water in the wall from all of the rain it is just spreading out more before stopping and drying? Any advice appreciated.
