If damp proof membrane was not used, what would be the result and is there anything I can do about it?

I recently bought a bungalow and the porch added on to the kitchen has been poorly built in some ways. The roof leaks, but when the grouting of the tile floor gets wet I am not sure whether some of the dampness may be coming from under the floor. If a damp proof membrane was not used, what would be the result and is there anything I can do about it? The bricks have a damp proof course.

hello
yes you will have rising damp ,the floor needs to be lifted and a damp proof membrane fitted

there is a specialist rubber floor treatment that can go onto sound concrete but care must be taken not to breach the barrier through damage etc
