Neighbour converted a garage and can hear them through the walls

I have a link detached house and on the deeds it says the garage is not to be converted. My neighbour has converted their garage that is attached to ours, into a bedroom. Their son is in there at all hours talking on the internet and we can hear it through the walls. Is there anything we can do and if so what and how? Thank you in advance for your time.

Go and talk to your solicitor and get them to write to their solicitor, or contact the planning department and ask them to do a discreet visit, asking them to say they have had a tip off about what they have done to their garage.

Hi,
Illegal construction or alterations to a property is quite simply a matter for planning enforcement. They are the only department that have the power to enforce the removal of building works which have been constructed without planning permission.
You will have to make a formal complaint but your third party rights to anonymity should be protected by the local authority. Building Control may also have a view about this as it would all have to comply with the building regulations, British standards and codes of practice.
