Rising damp or penetrating damp?

Hiya I have a large tide mark all along my back wall in the lounge. This wall is the external wall. Along this wall is a large radiator and large window, the mark also gets darker and larger if it has been raining heavily, the worse bit is right by the corner. I had a large air brick installed in the summer, the guy also commented that the bricks were dry and so was the foam inside the wall (cavity wall insulation) The air brick has made no difference, what do I do next ?
Are you a tradesperson and able to answer this question?

Hi, as the wall been damp proofed and plastered a mete high, if so it could be hygroscopic salts reaching higher than the salt retardant render. Google salt damp to find out more.
