If I change the light switches, should my builder still have to issue an electrical certificate?

As part of a breakdown in the relationship between me and my builder as we come to the end of a large extension, he is now refusing to issue an electrical certificate on the grounds that an unqualified person (me) changed two switches to two dimmer switches before the build was completed - is he entitled to do this? I didn't think you had to be qualified to change a switch? Could he still be expected to issue a certificate on the work his electrician did?
Are you a tradesperson and able to answer this question?

yes he should still complete an electrical certificate for the house and work he has carried out, but if there are any faults on the switches you have changed, then he may be initial to charge you to fix it. I would firstly check if he is qualified to carry out an electrical certificate and if he continues to refuse to complete safety checks and issue a certificate then report him to the HSE
