Repainting walls that have previously been lined and painted

I want to paint walls that were lined and painted sometime ago. The lining paper is generally fine but the walls are dirty. I don't want to strip the walls as I'm worried about the state of the plaster beneath. If I clean the walls with sugar soap I'm worried this will damage/remove the lining paper. What is the best way to prepare the walls before repainting and without damaging the lining paper? Thanks

It does depend on how dirty they are and if there is staining. The best way is to wash with sugar soap but this means getting the paper quite wet. A solution is to apply a coat of white emulsion first. This should absorb the surface dirt. Then apply 2 coats of you chosen colour.

it depends on how dirty the walls are. you can rinse them very lightly moistened sponge using sugar soup and later best wait 24 hours for well dried up.If you make get small bubbles on the lining that they disappear after drying.
