Hip roof to be replaced with up and over roof

Hi. I have a hip roof on my end of terrace house. I would like to replace it with a conventional up and over roof and build up the side side of the house to cater for this. Questions. 1.Do I need planning permission or will building regs suffice? 2. What's the best way to do this if I want to have the loft converted in a few years with an end to end dormer? 3. Are the new Jutland tiles better than concrete tiles and are there any other types of tile that can be used? Thanks.
