Stains to wall in upstairs bedroom and wet plaster - is this damp?

The wall on the right side of and under the upstairs window is stained and peeling in places. The wall is very cold and paint feels dry, but the plaster underneath is wet. Also in one place there is black spots appearing. It is more noticeable following heavy rain - is this likely to be penetrative damp?

Check your gutter isnt leaking, could also be that the window isnt sealed properly or you have an old rotten window?

Hi this could be due to recent bad weather water is entering the internal skin of brickwork due to no cavity tray above the window. With certain porous bricks and very heavy rain, it's not uncommon for this to happen. The reason you mention the problem is around the window makes me think this could be the reason. Of course there are other reasons that can cause this but top of my head I would first investigate this. Your best option is to get a reputable builder to take a look, this should be free of charge and a fair written quote to solve this problem will be provided.
