Flaky part of wall after using Dulux magnolia matt

I have painted internal wall with Dulux magnolia matt paint twice. Certain part of the wall (more middle area) is flaky after a few days. Wall plastered 4+ years ago. Can you advise please.

must make sure you give mist coat of white emulsion first, which gives wall a key for the 2 coats of finish paint to stick to. could also be a slight damp patch on wall. best to scrap flaky bits of wall and use a sealer over the damp area or stainblock. then fill and recoat

1, Was the wall mis-coated before 2 coats of emulsion was applied? As if it was not, this could affect the wall 2, There could be a slight damp problem where the plaster did not dry out properly before re-painting
