Upstairs neighbours water shut off valve is under my kitchen sink

I just wondered if there was any reason that the neighbour upstairs has his water shut off valve under my kitchen sink? I only found out when I recently had a bathroom fitted and turned both water valves off then came home to a letter complaining about a massive drop in pressure as the valve wasn't put back on fully. He also tends to run his taps at the same time as ours (must be a fun game for him) which I think is affecting the length of time it takes to run hot and the pressure slightly. Anything we can do here?
