Electrics hanging out of wall after plastering job

Hi, I was quoted 800 quid to plaster a room. The builder left the electrics hanging out of the wall and said that this would be a extra add on. Would this normally be included in the job? He's also said that it will cost extra to get rid of the waste.
Are you a tradesperson and able to answer this question?

All cables should be chased in to the wall and in pvc casing before any finish plastering is carried out.

From experience, I let the customer know that in the price of the work I will be getting a skip for the rubbish or not, as this is cleared up with the customer before I even start the job. Also, if there are sockets in the wall then my price for the electrician is inc in the price of the job as he comes in after I have finished plastering and fits the socket fronts to finish the job. I hope this is ok
