Can we lay laminate flooring on concrete floor?

Hi, we are planning to install laminate floors in our house. The house originally had carpet on the floors, when the guys fitting the radiators removed the carpet, we found a thin layer underneath, like foam (green colored). Do we lay the laminate on top of this or remove this? On the ground floor, the carpets seems to be been have laid directly on a concrete floor. Can we lay laminate on the concrete floor? Thanks.

The answer to both questions, in principle is yes. However, i would advise removing the 'green' underlay and lay down a specialised laminate underlay for both areas.

Lay the laminate onto the foam underlay. The carpet would have been foam backed and no underlay required. David
