Waterfall tap is hard to twist and turn on

The tap is very hard to twist and turn on, is there some way to loosen the movement?
Are you a tradesperson and able to answer this question?

It sounds as if the cartridge has got dirty or scaled. You need to remove the lever, shut off water flow, take out cartridge and clean any scale or debris from it, the re fit it, that should help, always use a little water safe grease on the moving parts before re fitting.
