Lukewarm bath water, hot sink tap water

Hi, We have recently been experiencing issues with our hot water supply to our bath and shower. We have a mixer tap and mixer shower (not electric) and we can seem to be able to get lukewarm water from them. The water temperature from the taps throughout the whole house is super hot. The temperature control on the boiler is set to high hence why the sink taps are red hot. We thought it could be the thermostat on the taps, but or the issue to be on both the shower and bath taps it leads us to think perhaps it is not. We recently had a repair done on our boiler. We have a combi boiler, a Potterton 24kw gold boiler. We had the expansion vessel replaced and the engineer told us the boiler was undersized for the property size. A possibility. So, I guess what I am asking is, what could the problem be in your opinion? It's tough to post a job if you are unsure what the issue actually is! Thanks Alex
